Principe 25 : La mise en place de systèmes d’échange y compris d’échanges de titres devraient être sous la supervision et l’autorisation d’un régulateur.

Principe 26 : Il devrait y avoir une surveillance réglementaire des opérations d’échanges en cours sur le marché, ce qui devrait avoir pour but de s’assurer que l’intégrité des transactions est maintenue selon des règles justes et équitables qui créent un équilibre approprié entre les différentes demandes des marchés participants.

Principe 27 : Le règlement devrait promouvoir la transparence des échanges financiers.

Principe 28 : Le règlement devrait être conçu pour détecter et dissuader les techniques de manipulations et autres pratiques douteuses d’échanges.

Principe 29 : Le règlement devrait avoir pour objectif de s’assurer d’une bonne gestion du risque, des scandales financiers et des perturbations des marchés.

Principe 30 : Les systèmes de compensation et de règlement des opérations sur titres devrait être soumis à la surveillance réglementaire, et conçu pour faire en sorte qu’ils soient équitables, efficaces et efficients, et qu’ils réduisent le risque systémique.

Principles for the Secondary Market – IOSCO (International Organization of Securities Commissions)

Principle 25: The establishment of trading systems including securities exchanges should be subject to regulatory authorization and oversight.

Principle 26: There should be ongoing regulatory supervision of exchanges and trading systems, which should aim to ensure that the integrity of trading is maintained through fair and equitable rules that strike an appropriate balance between the demands of different market participants.

Principle 27: Regulation should promote transparency of trading.

Principle 28: Regulation should be designed to detect and deter manipulation and other unfair trading practices.

Principle 29: Regulation should aim to ensure the proper management of large exposures, default risk and market disruption.

Principle 30: Systems for clearing and settlement of securities transactions should be subject to regulatory oversight, and designed to ensure that they are fair, effective and efficient and that they reduce systemic risk.

ISO 6166 – ISIN (International Securities Identification Numbering System)

En 1981, l’idée d’une unification du marché européen a été mis en avant.[1]

En 1989 le « groupe des 30 » recommande l’adoption du code ISIN comme standard international pour les titres financiers.

En 1990, l’Association of National Numbering Agencies (ANNA) est formé dans le but de maintenir et implémenter ce standard. L’ Organisation internationale de normalisation (ISO) désigne l’ANNA comme l’autorité en la matière avec une plateforme commune à tous : l’International Central Securities Depository (ICSD). [2] Clearstream Banking Luxembourg (CBL) et Euroclear Bank (EB) sont considérés comme des ICSD en Europe.

En 1994, à l’initiative de l’ANNA, le Global ISIN Access Mechanism (GIAM) est développé pour les lier tout les National Numbering Agencies (NNA) sur le réseau électronique. Les NNA ont chacun leur registres centraux (CSD) et sont responsables de la délivrance des ISINs dans leur pays. Dans les pays où ils n’y a pas de NNA, trois agences de substitutions ont été désignés. Exemple : le NNA du Luxembourg est CBL (ex Cedel). A cette époque, GIAM-1 tournait sous le SGBD Paradox et utilisait MQSeries pour l’envoi de messages.[3]

En fin d’année 1997, les membres de l’ANNA ont décidé de changer pour un modèle basé sur l’Internet capable de gérer à la fois les ISIN, la CFI, SWIFT et le STP : GIAM-2 était né. [4]

En 2000, l’EB, la CBL et la Depository Trust & Clearing Corporation (DTCC) établissent sur la base du PIM : l’ European Pre-issuance Messaging System (EPIM), un système de messagerie STP qui gère entre autre chose la distribution des ISINs. L’ International Capital Market Association (ex IPMA) à défini les champs obligatoires et les valeurs par défaut des messages EPIM.

En France, c’est le 30 juin 2003 que le code ISIN a remplacé le code SICOVAM pour identifier les principaux instruments financiers, dans un souci de faciliter des échanges trans-frontaliers et de normalisation au niveau international des marchés financiers.[5]

En février 2005, on comptait 2,85 millions d’ISIN représentant 2,16 millions de titres. Le temps d’allocation et de distribution des ISINs a été réduit de plus de deux heures à moins de deux minutes. [6]
